• $2m comprehensive review of the Sentence Administration Act.

In its first 100 days, a WA Liberal Government will order a review of both the Sentence Administration Act and the WA Prisoners Review Board and make public the names of all prisoners and parolees on the run from Western Australian Police.
Shadow Attorney General Nick Goiran said that under the Cook Labor Government the rights of dangerous convicted offenders were being put ahead of the safety of Western Australians.
“This Government has failed to meet the community expectation that dangerous prisoners be kept behind bars,” he said.
“Even in light of recent cases where violent offenders have been released, with devastating consequences for the community, the Premier and his retiring Attorney General have utterly failed the most basic test under our system of government: being accountable and answering questions.”
Mr Goiran highlighted the tragic cases of Georgia Lyall, whose murderer was released on parole two years early, despite a history of extreme violence, and the recent case of Mark Anthony Unchango Junior, who sexually assaulted a 14-year-old, and after being released on a post-sentence supervision order is now charged and accused of following a woman from Whitfords Station, and violently raping her as she begged for mercy. “The Cook Labor Government’s long rap sheet of releasing violent offenders into our community has been made worse by their catastrophic failure to monitor them in the community,” Mr Goiran said.
“This failure reflects a clear disconnect between Labor’s approach to sentencing and parole decisions and the expectations of the community, which rightfully demands accountability and transparency in these life-altering determinations.
“Then to top things off, this Government refuses to identify all of those prisoners and parolees who are currently on the run.”
Mr Goiran said the WA Liberals were committed to restoring public confidence in the justice system by ensuring that sentencing and parole decisions aligned with community expectations and prioritised the safety of law-abiding citizens over the interests of offenders.
“In our first 100 days, a WA Liberal government will order a review of the WA Prisoners Review Board, to ensure that decisions to grant early release are subjected to greater scrutiny, including public disclosure of reasoning in high-risk cases,” he said.
“A WA Liberal Government will also immediately publish the identity of all criminals subject to return-to-prison warrants in WA.
“Currently only about half of the approximately three dozen fugitives have been publicly named and their photographs published on the Crime Stoppers website.
“These are convicted criminals who have either absconded while on parole or escaped custody. For more than a year the Cook Labor Government have resisted releasing their names and photographs. Labor’s fugitive farce must end.”
WA Liberal Leader Libby Mettam said the review of the Sentence Administration Act and the WA Prisoners Review Board and the naming and shaming of criminals on the run were further evidence of the Liberal’s commitment to keeping Western Australians safe.
“The commitments we’ve made today add to our $100 million promise to rapidly expand the GPS tracking program to ensure repeat offenders are monitored and victims are kept safe,” she said.
“That $100 million will pay for an additional 300 GPS tracking bracelets and funding to employ additional Community Corrections and WA Police staff to monitor the program.
“Only the WA Liberals are committed to prioritising the rights and safety of victims, survivors, their families, and the wider community over that of offenders.”
